New Regulation on Incentives for Recycling and Reuse of Waste – Key Changes and Economic Impact!
In order to improve the waste management system in Serbia and promote the circular economy, the Regulation on the Harmonized Amounts of Incentive Funds for Reuse, Recycling, and Utilization of Certain Types of Waste (“Official Gazette of the RS”, No. 28/2025, hereinafter: “Regulation“) has been adopted. This Regulation repeals the previously applicable Regulation from 2024 and introduces more precise rules for allocating incentives to business entities engaged in waste collection, recycling, and processing.
Simultaneously with the adoption of the Regulation, amendments to the Decree on the Amount and Conditions for Granting Incentive Funds (“Official Gazette of the RS”, No. 88/2009…, No. 28/2025) were also published. The Decree regulates the allocation of financial incentives intended for business entities—operators of facilities for the reuse and treatment of waste that hold the required permits, as well as manufacturers of reusable plastic bags.
The primary objective of the Regulation is to align the incentive funds, allocated by the Environmental Protection Fund, with the Consumer Price Index, which has increased in 2025. Regulation introduces an increase in incentives for specific waste categories, thereby encouraging their reuse and energy recovery. The funds have been increased for the following activities:
- Reuse of waste oils as secondary raw materials – the incentive is set at 50.00 RSD per kilogram, compared to the previous 5.00 RSD per kilogram.
- Treatment of waste oils for energy recovery – the incentive amount has been increased to 50.00 RSD per kilogram, whereas it previously stood at 20.00 RSD per kilogram.
The new Regulation is aimed not only to provide direct financial support to recycling enterprises but also promote the development of new technologies in the field of waste processing.
