In February 2025, the National Bank of Serbia (NBS) adopted a new set of decisions, amending and supplementing the following regulations:
- Decision on the Conditions and Manner of Conducting Payment Transactions with Foreign Countries;
- Decision on the Conditions Under Which and the Manner in Which Residents May Hold Foreign Currency in Accounts with Banks Abroad;
- Decision on the Detailed Conditions and Manner of Supervision over the Operation of Payment Systems.
Objectives of the Decisions of the NBS:
Simplification of Transaction Execution
- Payment transactions conducted within the Single Euro Payments Area (SEPA) – which includes the European Union and certain other countries – will no longer be treated as payment transactions with foreign countries.
Harmonization of National Systems with the EU’s Supranational Payment System
- This decision aims to align national payment systems with the broader European Union standards in the field of payment transactions.
Strengthening of NBS Supervision Over Payment System Operators
- In cases of irregularities, special measures have been introduced in Article 186a of the Law on Payment Services, including the possibility of appointing a temporary representative for the supervision of the operator’s operations. Additionally, the imposition of financial penalties on operators is foreseen.
