On February 26, 2025, the National Employment Service (hereinafter referred to as “NES“) announced 12 new public calls offering a range of subsidized programs for various categories of individuals – employed persons, unemployed individuals, persons with disabilities, young people with secondary or higher education, etc.

What do the programs include?

  • The programs foresee employment opportunities for harder-to-employ individuals with private sector employers, such as persons with disabilities, Roma, young people in foster and guardian families, victims of domestic violence, etc.
  • One of the programs provides subsidies for self-employment for unemployed individuals registered with NES who have completed entrepreneurship development training.
  • The professional practice measure is available for individuals with various qualification levels, aiming to provide professional training for independent work in a specific profession. It is important to note that for the implementation of this measure, the employer does not establish an employment contract with the person using the professional practice measure.
  • Individuals with secondary/higher education may apply for the internship measure, during which they would be entitled to receive a salary from a private sector employer. NES will reimburse the employer for such salary on a monthly basis, including the applicable taxes and contributions for mandatory social security insurance. For young individuals with higher education, this measure can last for a maximum of 12 months, while for young individuals with secondary education, it can last for a maximum of 6 months.
  • A program for the employment activation of persons with disabilities is foreseen, with the aim of integrating them into the labor market and society, as well as improving their work capabilities.
  • If there are no individuals with the necessary knowledge and skills registered in the NES database for specific job positions, NES offers a program to finance the training of unemployed individuals to acquire the required knowledge and skills for a particular job.
  • A common condition for most of the published calls is that individuals are registered with NES and have fulfilled their previous obligations and settled all outstanding debts to NES by the date of application submission.
