The new Rulebook on the Supervision of the Work of Guardianship Authorities (“Official Gazette of RS,” No. 92/2024) has been published and will come into effect on November 30, 2024. This Rulebook repeals the provisions of the previous rulebook from 2014, introducing significant changes to the supervision process over the work of guardianship authorities.

Guardianship authorities, as defined by the Family Law, play a crucial role in supporting families and implementing guardianship measures. The Ministry of Family Welfare and Demography oversees their work, and the new Rulebook provides detailed regulations on how supervision is conducted.

Key Highlights:

• Types of Supervision: Supervision can be conducted over the work of guardianship authorities, teams of professionals, or individuals, including specific cases of support to users. In addition to official supervision, it is now possible to conduct supervision based on initiatives from other legal entities or individuals.

Supervision Plan: Regular supervision is planned in advance, while extraordinary supervision can be conducted outside the annual plan. Each plan includes defined user groups, the subject of supervision, and a timeframe.

• Method of Supervision: Innovations include electronic supervision through access to the SOZIS system, along with a structured approach to reporting and maintaining aggregated data in electronic form.

This Rulebook brings modernization and more precise control of the work of guardianship authorities, enhancing transparency and efficiency.
