SUPPORT PROGRAM FOR THE IMPROVEMENT OF DEVELOPMENT IN EXTREMELY UNDERDEVELOPED MUNICIPALITIES (LOCAL GOVERNMENT UNITS FROM THE FOURTH GROUP) FOR THE YEAR 2025

The Government of the Republic of Serbia has adopted a Decree establishing the Support Program for the Improvement of Development in Extremely Underdeveloped Municipalities (Local Government Units from the Fourth Group) for the year 2025, with allocated funds amounting to RSD 295,493,000.00 for the implementation of this Program.

Who administers the Program?

  • The Cabinet of the Minister without portfolio responsible for the improvement of development in underdeveloped municipalities in the Republic of Serbia.

Who is covered by the Program?

  • Local government units categorized as the fourth group of extremely underdeveloped local government units, whose development level is below 60% of the national average.

What does the Program finance?

  • The construction, reconstruction, and equipping of facilities, the purchase of equipment essential for extremely underdeveloped municipalities, and the implementation of the project “Construction of the City Market in Surdulica – PHASE THREE”.

Project Application and Support Measures Request?

  • The deadline for submitting project applications is 20 days from the date of publication of the public call in the Official Gazette of the Republic of Serbia. The applicant is obligated to use the funds for the project exclusively for the intended purpose.
  • Requests for support measures must be submitted no later than November 15, 2025. The applicant is required to use the support measures funds for the intended purpose and to complete all activities by the deadline specified in the request.

Decision-making on Project Applications and Support Measures Requests:

  • The Minister without portfolio responsible for the development improvement of underdeveloped municipalities in the Republic of Serbia makes decisions on the approval of funds for projects and support measures.

Reporting Obligations:

  • Beneficiaries of the funds are required to regularly submit reports to the Minister’s Cabinet on the progress of project implementation and support measures, along with all necessary documentation.
