New Opportunities and Challenges with Amendments to the Law on Games of Chance!
The amendments to the Law on Games of Chance, published in the “Official Gazette of RS” No. 94/2024, introduce significant changes in this field, focusing on enhanced protection for minors and improved regulations. Some of the key updates include:
- Clear Warnings and Prevention:
Operators are now required to display a poster on the exterior of their premises with warnings about gambling addiction, a prohibition on minors’ participation, and information about certified institutions for addiction treatment.
- Improved Player Protection:
Operators of special games of chance must provide the Games of Chance Administration (the “Administration“) with electronic access to data on players who have opted for self-exclusion.
- Transfer of Rights Through Status Changes:
The transfer of rights to operate is now permitted through the implementation of a status change, such as the merger of operators, provided that the Administration grants prior approval and all prescribed conditions are met.
- Long-Term Permits:
Permits for operating special games of chance on gaming machines are now issued for a 10-year period, with the possibility of renewal if an application is submitted no later than 90 days before the permit expires.
- Stricter Rules for Online Games:
Player identity verification is now mandatory during registration to prevent minors from participating. Operators are also required to provide the Administration with access to their video surveillance links.
Deadline for Compliance:
All operators must align their operations with the new rules by July 1, 2026.
