What Does the New Regulation on Customs Procedures and Formalities Bring?

The Government of the Republic of Serbia has adopted amendments to the Regulation on Customs Procedures and Formalities (“Official Gazette of RS” No. 97/2024), which will take effect on December 14, 2024. These amendments aim to simplify and accelerate customs procedures, particularly for express and postal shipments.

What’s Changing?

Definition of Express Shipments and Operators:

  • Express shipments are those transported or handled by an express operator.
  • Express operators provide rapid delivery and customs clearance services while tracking and supervising shipments in real-time.

Pre-Arrival Manifest:

Postal and express operators can now electronically notify customs authorities in advance about the arrival of shipments. This speeds up customs procedures and simplifies administrative processes.

Simplified Declaration of Shipments:

At the operator’s request, customs authorities can approve special procedures for declaring shipments. Shipments are reported via a consolidated manifest, which serves as a simplified declaration and can be submitted electronically.
